Inauguration of the Centre of Excellence for Communication The State Institute for Health and Family Welfare (SIHFW) in Bhubaneswar was all spruced up and wore a festive look on the 17th of December 2011. The occasion was the launching of the Centre of Excellence for Communication, (CoE), a wing within the SIHFW set up to strengthen the nodal BCC institute of the state.
