
India has keenly pursued the six Education for All (EFA) goals that are defined in the area of early childhood care and education, primary education, gender, youth and adolescents, adult education and quality of education.
The National University of Educational Planning and Administration (NUEPA), established by the Ministry of Human Resource Development, Government of India, is a premier organisation dealing with capacity building and research in planning and management of education not only in India but also in South Asia. Its mission is to become a centre of excellence in education policy, planning and management by promoting advanced level teaching, research and capacity building in national and global contexts. The research focus is on studying issues of policy and practice in addition to those pertaining to teaching, learning and performance in educational institutions for creating better linkage between educational research and educational policy.

The process involved the launch of a large number of national initiatives to achieve these goals.
This report of the mid-term assessment of EFA goals in India presents a review of the progress made in the provisions for EFA in India. Divided into three parts, Part I of the report gives an overview of progress in the country vis-à-vis the six EFA goals. It highlights the various programmes and schemes implemented and the coverage areas of these programmes. Part II presents a series of thematic review papers that cover early childhood care and education, universal elementary education, adult literacy, gender equality in education, education of adolescents and young adults, quality of education, teacher education management strategies for EFA and financing of EFA in India. Part III consists of short analytical papers covering all the states of India. The state level reviews present the current level of progress in each state assessing the magnitude of the task involved in achieving EFA goals as well as highlight the strategies involved in reaching these goals.
Both Part II and Part III have been prepared by an established expert in the respective area/state with additional support from the national and state governments.
