ICDS Mission for Universalisation with Quality of Integrated Child Development Services

New Vision of ICDS Universalisation with Quality promises entitlement to all children under six years of age to quality services targeting child nutrition, growth and development.


In 2007, the MWCD in collaboration with UNICEF initiated a consultation process for redesigning the ICDS implementation framework. A Mission Document, elucidating the focus areas of the new framework for implementation, was prepared to mark the launch of the new generation ICDS. As a part of the participatory consultative endeavours, UNICEF held consultations with the Planning Commission and four thematic regional workshops on “A New Framework for Implementation – ICDS Universalisation with Quality” at Jaipur, Mumbai, Kolkata and Hyderabad in April 2007. The thematic focus of each of the regional workshops differed covering diverse topics: Moving from Outlays to Child Nutrition and Development Outcomes; Reaching the Urban Poor and Public Private Partnerships; Convergent Community Action; and Decentralisation and Convergence. These workshops provided feedback and recommendations regarding the Mission Document from the States. These were followed by a national consultation with the State Women and Child Development Ministries and Secretaries in January 2008. This consultative approach worked towards a clear consensus on the redesigned ICDS framework for implementation.

New Concept supported UNICEF in the content edit, layout and design of the Mission Document to develop a systematic and comprehensive report for the national consultation with the State Women and Child Development Ministries and Secretaries in January 2008. This was also supplemented by a concise and succinct Summary Document. New Concept also undertook the content edit, design and production of the four regional workshop reports.
